Shepherd Bushiri, styling himself "Major 1," founded ECG (later rebranded Enlightened Christian Gathering, The Jesus Nation Church) in Mzuzu, Malawi — sources disagree on the year, giving either 2008 or 2010, before relocating its operational base to Lilongwe and then, in 2015, to Pretoria, South Africa, to accommodate larger crowds. From 2015 to 2019, ECG's annual New Year's Eve gatherings at Johannesburg's FNB Stadium — Africa's largest stadium — drew crowds the church put at over 95,000, and the organisation claimed branches across South Africa, Malawi, Zambia, Tanzania, Ghana and South Sudan alongside a personally owned television network. On 28 December 2018, three people died and nine were injured in a stampede at an ECG service in South Africa during a thunderstorm; Bushiri's spokesman publicly distanced him from the incident, stating the congregation "belongs to South Africa and South Africans" and that the deaths were not Bushiri's problem.
South Africa's Hawks (Directorate for Priority Crime Investigation) arrested Bushiri and his wife, Mary, in 2019 on fraud and money-laundering charges; the couple were released on bail, and additional charges were filed in late 2020. In October 2020, while still on bail and citing alleged assassination attempts and extortion, the Bushiris left South Africa for Malawi. Malawian police arrested them in November 2020 on an Interpol red notice, but a Malawian court ordered their unconditional release, ruling the arrest procedurally improper. From 2022 the Bushiris engaged with Malawi's extradition process; a magistrate's court ordered their extradition to South Africa in March 2025, but Malawi's High Court overturned that order in October 2025, citing an inadequate hearing and reliance on hearsay evidence. No South African trial has yet taken place, and the fraud and money-laundering allegations remain unresolved charges rather than convictions. ECG moved its headquarters back to Lilongwe in January 2021 and continues to operate under Bushiri's leadership, alongside his Goshen City business ventures.
