The Revolutionary Communist Party, USA traces its roots to the Bay Area Revolutionary Union (BARU), founded in 1968 by Bob Avakian, Leibel Bergman, and others emerging from the collapse of Students for a Democratic Society; BARU grew into the national Revolutionary Union (RU), which convened a congress in September 1975, formally dissolved itself, and founded the RCP, electing Avakian chairman of its Central Committee -- a position he has held continuously since. Following Mao Zedong's death, the RCP split in 1976-77 over how to interpret the new Chinese leadership under Hua Guofeng: roughly 40 percent of the membership left to form the rival Revolutionary Workers Headquarters, splitting the party's youth wing as well (the loyalist remainder reconstituted as the Revolutionary Communist Youth Brigade in 1977).
In January 1979, Avakian and 78 other members and supporters were arrested after a militant protest against Chinese leader Deng Xiaoping's visit to the White House; seventeen of them, including Avakian, were charged with multiple felonies carrying a combined potential sentence of up to 241 years. The charges were dropped in 1982, but by then most of the RCP's senior leadership, including Avakian, had already fled into exile; Avakian applied for political asylum in France and remained there in self-imposed exile at least through 2010, continuing to lead the party. Scholars including Leonard and Gallagher date the intensification of the party's cult of personality around Avakian to this period, describing a deliberate strategy -- one Avakian has himself acknowledged pursuing -- modelled explicitly on the personality cults of Stalin and Mao to rally the organisation after the Deng-protest prosecutions. Since the 2000s, RCP doctrine has centred on Avakian's 'New Synthesis of Communism' (also called 'New Communism'), presented internally as a scientific advance beyond Marxism-Leninism-Maoism; commentators across the political spectrum, including former sympathisers, have characterised the veneration of 'BA' as a communist personality cult or, in some accounts, 'cult-like' in structure.
RCP operates and recruits through front organisations including Revolution Books, World Can't Wait, and -- most prominently -- Refuse Fascism, founded in December 2016 to 'drive out' the first Trump administration; Refuse Fascism activists were arrested for blocking a Los Angeles freeway in 2017 and staged a 'handmaids' protest against Vice President Pence in 2018. The RCP's core membership remains small -- estimated in the low hundreds -- with a larger periphery reached through its front groups.
