The Russian Imperial Movement (RIM) was founded in Saint Petersburg in 2002 by Stanislav Vorobyov, who remains its leader. RIM combines Russian-imperial monarchist ideology with white-supremacist politics and operates as a paramilitary organisation, maintaining at least two training facilities in the Saint Petersburg area, including the 'Partizan' camp, where instructors teach urban warfare, firearms use, tactical medicine, and survival skills. From the outset of the war in Donbas in 2014, RIM trained and deployed volunteer fighters to pro-Russian separatist forces in eastern Ukraine.
RIM has become known chiefly for exporting paramilitary training to far-right extremists across Europe. German security services have acknowledged that German neo-Nazis have travelled to RIM's Saint Petersburg camps for combat training, while stating they lack legal grounds to prevent the travel; RIM has also trained Polish and Finnish far-right extremists, including members of Finnish successor groups to the banned Nordic Resistance Movement -- a 2023 Finnish police raid uncovered a cell, forming a new Atomwaffen affiliate within the wider Nordic Resistance Movement successor network RIM trains, plotting to assassinate then-Prime Minister Sanna Marin. In Sweden, RIM cultivated ties with the Nordic Resistance Movement's Swedish branch from 2015, when Vorobyov reportedly visited the group in person; a 2020 arrest of RIM's Swedish recruiter linked him to a convicted Swedish terrorist who had trained in Russia before carrying out a string of bombings targeting minorities and political opponents. A Spanish intelligence report cited by researchers found RIM had urged its Spanish far-right contacts to attack infrastructure and transportation systems and to consider chemical-weapons attacks.
The US State Department designated RIM a Specially Designated Global Terrorist in April 2020 -- the first time a white-supremacist organisation received the designation -- and separately sanctioned Vorobyov and RIM deputy commander Denis Gariyev. Canada designated RIM a terrorist entity in February 2021, and the United Kingdom proscribed RIM as a terrorist organisation on 5 July 2025. Researchers who study the group describe its relationship with the Russian state as an 'adversarial symbiosis': RIM's leadership has publicly criticised the Kremlin's conduct of the war in Ukraine and accused Putin of corruption, yet its foreign paramilitary training activity has continued to align with, and reportedly be influenced by, Russian intelligence services. RIM maintains documented ties to other transnational neo-Nazi networks, including the Russian group Rusich and the US-founded Atomwaffen Division.
