What confidence ratings mean
The full criteria for each tier are documented at /methodology/confidence-levels. Briefly:
- High — multiple primary sources plus corroborating secondary work. A single new source is unlikely to materially change the rating.
- Medium — credible secondary work documents the operational pattern; the primary-source record is incomplete or partially contested.
- Low — fragmentary anecdotal reports, single-source claims, or active controversy. Provisional ratings; substantial new sources can move them in either direction.
